Grading without a submission

In the previous Classic version, it was possible to grade a student's work without a submission.

In the New Standard assignment, as integrated with Blackboard / LTI, I can't seem to do this.
Is this something that is possible currently, or on a future update?

       In the Classic assignment, you could give students feedback/marks without the students needing to upload any file (just click to grade without a submission, and you'd get a blank sheet to add comments to, as well as being able to use all the other feedback features). So, just to use Turnitin to give feedback and not collect files/submissions.

      This doesn't seem to be the case with the New Standard assignment. I want to check that my experience is as intended with the current functionality of the New Standard assignment.
