Need help regarding Turnitin paper repository

Hi, I am an instructor, I selected turnitin standard paper repository after marking my students' paper, so that they cannot copy it again. But the similarity index is still less, while papers are already in student paper repository, it should have shown between 88-99% now, what can be the reason?
