Similarity report flagging the student's own work

Students  submitted a Rough Draft of a Value of Life writing assignment last week, and a  Final Draft last weekend.

I was checking the rough drafts today (which were submitted over a week ago) and now they are showing similarity to the students' own writing on the Final draft that was submitted within the last day or two.

I hope this can be used to bring back Revision assignments.  My understanding is that if a student shows 99% similarity from rough draft to final draft, that student has not revised anything and should receive a zero on their final draft.  Unfortunately the time stamp seems reversed, since many students are showing similarity on the rough draft submitted first, and not the final draft.

    I understand I can choose not to submit papers to the repository.  However I like the function of being able to compare rough drafts to final drafts.  If this similarity percentage were reversed, it would be very helpful in a revision assignment to show an extent of revision.  For example 100% similarity would show ZERO revision, since it is the same writing.
