Often when module leaders move around or leave and others take on modules the new MLs wish to use the previously used rubric. When they are attached to the previous incarnation of the module and try to access the assignment in order to Duplicate the rubric they are met with the "Course is Read-only" prompt. Closing this allows them to access the previously marked paper but access to the rubric manager to duplicate the rubric into their account is blocked.

The only way to be able to duplicate the rubric is to create a new Assignment to force the course out of read-only mode which is wasteful of time and probably leads to many courses every session being forced out of read-only mode unnecessarily.
