"Quick Submit disabled for this account"?

My user information/account settings is "yes" to "activate quick submit." 

Yet when I click "quick submit" I get the red message (disabled). Any guidance please?

    QuickSubmit is only available when you’re in the instructor role, so assuming that’s correct for your account, it’s possible that QuickSubmit is locked for your account.

    The best next step is to reach out to your institution’s Turnitin administrator. They can unlock your account so QuickSubmit will be available. Hope this answers your question!
